Chief’s Corner By Chief Steven J. Wojnar Dudley Police Department Junior Operator Licenses in Massachusetts were recently revised by the state government. These licenses apply to individuals under the age of 18 who meet certain conditions. I was asked to provide some information about some of the important changes made under the new law. The Junior Operator’s bill was enacted as Chapter 428 of the Acts of 2006. One purpose of this law was to place emphasis on the training and safety of Junior Operator’s. Many of the penalties will take effect as of March 31, 2007, and most have increased. For the first six months of driving, there is a passenger restriction placed upon these operators. Restrictions are to immediate family members only, unless accompanied by an adult who is 21 years of age or older. A conviction for a first offense violation will carry a 60 day license suspension. This has increased from 30 days. Subsequent offenses can carry a suspension for one year. Similar suspensions are in place for driving between the hours of 12:30am and 5am. Perhaps the most significant change is the effect on moving violations, such as speeding. The current law carried only a fine for a first offense speeding penalty. The new law carries a 90 day license suspension in addition to fines. There are also provisions in place for these violators to complete driving and attitude courses. The penalties and fines increase as the number of offenses increase. There are many new changes in training programs and penalties in regards to these licenses. As was stated earlier, the focus of this law is to emphasize training and education. It is also very punitive for violators. Inexperienced drivers can cause serious damage to themselves and others on the road. Please take the opportunity to learn as much as possible before getting behind the wheel.
